With both Blogger and Wordpress you can move your blog to a paid host at any time you want. You just simply use the Import option available with a number of other hosts. This is also something you might want to research: If you intended upgrading to a paid service in the future, ensure the blog platform you are considering has an import option so you can move your posts if and when you need to.
Post regularly. The more often you post, the more spiders, bots and search engines will come to your site. If you post just once a week, ensure it is the same day every week so that people know when to expect your next post.
Give your readers as many options as possible for sharing your posts. You can use a service called Add This to get links to all of the major social, and to make your work easier to share. Also, talk to your readers, if they comment, comment back and make visitors feel part of the community.
